An wrongdoer is a person who behaves illegally or dishonestly.

Suggestion:

You would say "A wrongdoer is..."

"An" is used when the following word begins with a vowel sound; like "an ear," "an hour," or "an elephant."
"A" is used when the word begins with a consonant. "Wrongdoer" begins with an R sound.
